For none commerce websites I use pure HTML, CSS/SASS, JS, I coding out the whole website from scratch. If the project requires I can use frameworks like Bootstrap or Materialize. Both framework is a very powerful and commonly used tool among developers, makes our work a bit easier and lot faster.
